The signatory is Rear Admiral Charles Frederick, Commander-in-Chief at Queenstown from 31 Mar 1865 to 27 Oct 1867; Black Prince became his flagship in May 1866, replacing Hastings. He had been a member of the Admiralty Board between 28 June 1859 and 25 March 1865 (in which position he had signed William Loneys Commission for HMS Dauntless).
Dr Loney must also have been granted leave in January 1966, when he married Margaret Rose Luke in London.
